County Governments Still Mandated to Pay MTA Payroll Tax
County Property Taxpayers Still On the Hook


Poughkeepsie…County governments, including Dutchess County government, will continue to be forced to pay the state mandated MTA payroll tax.    County executives from seven counties in the MTA region (Dutchess, Nassau, Orange, Putnam, Rockland, Suffolk and Westchester), including Dutchess County Executive William R. Steinhaus,  sent a joint letter yesterday to Governor Andrew Cuomo, Senate Majority Leader Dean Skelos and Assemblyman Speaker Sheldon Silver calling for local governments to be removed from the MTA payroll tax.   However, the final legislation adopted late last night did not include an exemption for county governments from the burdensome state mandated tax.  (MTA Payroll Tax Letter (.pdf))

“Governor Cuomo, as well as our local State Senators Saland and Ball, continue to renege on their promise of real mandate relief.   This legislation would have been a perfect opportunity to make a sincere first small step effort toward relieving the mandate burden for those counties in the MTA region; but once again, we see state lawmakers congratulating themselves on job only half done,” said County Executive Steinhaus.

Year to date in 2011, Dutchess County government has been forced to pay more than $358,000 for the MTA payroll tax.   The County’s 2012 budget includes $380,000 for the payroll tax.

“Every two weeks, we are forced to pay Albany for this ridiculous state mandate burden.    It is simply unacceptable that our Governor and state leaders again ignored the plight of county governments when they had an opportunity to provide some relief,” concluded County Executive Steinhaus.
