Mission Statement 

Youth Bureau Mission Statement imageThe Youth Bureau’s mission is to assure every youth a fair and equal opportunity to attain his/her full potential by providing and encouraging services which strengthen family life and by supporting families in their essential function of nurturing the youth’s overall development.  Similarly, the Youth Bureau will encourage and assist communities to carry out their responsibilities to provide the important physical and social conditions necessary for the well-being and development of our youth in a fiscally responsible manner.

As a county department, the Youth Bureau is responsible for comprehensive planning for youth ages 0 up to 21 years old.  The Youth Bureau administers NYS Office of Children and Family Services (OCFS) grant funding to promote positive youth development, increase youth developmental assets and decrease juvenile delinquency.  The Youth Bureau is also responsible for advocacy by providing youth empowerment opportunities in the community, increasing public awareness of youth issues, and enhancing community resources for children and youth through Inter-agency collaborations.  The Youth Bureau supports legislation that fosters this mission.

2010 Department Goals:
  1. To fulfill our department’s responsibilities as defined by the County Executive and the NYS Office of Children and Family Services 

    • Be a member of the Health & Human Services Cabinet. 

    • Receive full reimbursement of OCFS’ 2009 grant funds. 

    • File all required OCFS reports. 

    • Administer and monitor the County’s grants to Cornell Cooperative Extension and the Voluntary Action Agency.   

    • Support the staff’s commitment to the Youth Bureau’s mission through joint staff meetings; have each staff member participate in a training events; and each staff represents the department at a minimum of one community event annually.

  2. Monitor the operation of the Youth Services Unit (YSU) to evaluate their success in achieving the grants’ outcomes. 

    • Monitor the program through attendance of YSU staff meetings, presentations, and review of reports and fiscal claims. (150 general counseling, 25 PINS/30 JD referrals and 40 Project Return youth). 

    • Support the ongoing systems changes as identified by the Juvenile Justice Taskforce and YASI implementation. 
      • Supervising Youth Worker will participate in the YASI Quality Assurance Workgroup

    • The Supervising Youth Worker will participate in Juvenile Task Forces Committee 
      • Send a representative to the Court Involved Youth Committee 
      • Send a representative to the Children Providers Committee 
      • Send a representative to the Coordinated Children Services Initiative, Tier I & Tier II Committees 
      • Send a Project Return staff to the Youth Treatment Court 

    • Monitor Project Return & PINS reimbursement of DSS’ Child Welfare Finance funding. 

    • Provide leadership for the collaborative implementation of the 40 Developmental Assets to schools and communities.  

  3. To increase integration and coordination of the Youth/Human Services Delivery System.

    • Represent the Youth Bureau on the DC Health &Human Services Executive Cabinet: 
      • Send a representative to the Performance Evaluation Workgroup. 
      • Send a representative to the Public Awareness Workgroup. 
      • Send a representative to the Housing Workgroup |

    • Continue implementing the Child & Family Services Plan strategies regarding the Youth Bureau Tasks and provide OCFS an update when requested. 

    • Participate on the Children’s Services Council’s Executive Committee. 
      • Send a representative to the CSC Full Council Committee 
      • Send a representative to the CSC ICP Workgroup 
      • Send a representative to the CSC Integrated Assessment Workgroup 
      • Send a representative to the DC Fairgrounds Youth Festival Committee 
      • Send a representative to the CSC Transition – Ad Hoc Workgroup 

    • Participate in the implementation of the Child and Family Services plan. 
      • Monitor the updates to OCFS and (new website will be provided shortly) 
      • Meet quarterly to monitor the status of the Plan’s strategies. 
      • Review results of other cross systems needs assessment reports. 

    • Represent the Youth Bureau in the Criminal Justice Council’s Executive Committee 
      • Send a representative to the CJC Full Council Committee

    • Send a representative of the Youth Bureau in the Workforce Investment Board’s, Youth Council Committee 

  4. To prioritize resources in order to recommend allocations to best meet the needs identified in the Child & Family Services Plan. 

    • Assist Youth Board in reviewing their priorities for OCFS allocations. 

    • Organize the 2011 OCFS Request for Proposals process. 

    • Submit the 2011 Resource Allocation Plan for OCFS approval. 

    • Participate in the review of other funding proposals to promote CFS Plan’s priorities. 

  5. To monitor and evaluate contracted services for performance outcomes and future allocations. (70% of contract agencies and Municipalities will achieve 80% or better of their grant outcomes and will serve the targeted number of youth by successfully completing their grant objectives.) 

    • Review and file 2009 Annual Program Reports with OCFS. 

    • Report 2009 OCFS program outcomes in the June Annual Report to the Community. 

    • Review agency reports bi-annually and annually, and summarize them for the Board. 

    • Review the fiscal status of the grants with the Board, quarterly. 

    • Monitor all contracted/municipal agencies on-site. 

    • Assist the Youth Board and sub-committees in fulfilling their tasks. 

  6. To provide technical assistance to help agencies achieve their outcomes and improve youth/family services in the county. 

    • Offer technical assistance and fiscal training to youth agencies. 

    • Meet with municipal Supervisors, Mayors and Recreation Directors for input. 

    • Arrange bidder conferences on funding opportunities. 

    • Publish the Youth Bureau newsletter and the annual report to the community every June. 

    • Maintain the Youth Bureau web page with current program and resource information. 

    • The RHYS Coordinator will be housed in the Youth Bureau to address specific runaway homeless youth issues to the ICP Workgroup. 

  7. To provide youth opportunities for leadership and empowerment. 

    • Coordinate the Youth Council as the countywide leadership program and promote forums to share youth concerns. 

    • Provide articles, points of interest and speak on developmental youth assets.  

  8. To increase public awareness about youth issues and promote effective research-based programs. 

    • Support the Youth Board in their advisory role and maintain membership/officers. 

    • Promote developmental assets through community events/speaking. 

    • Organize the 2010 YEA awards and annual Youth Board Luncheon. 

    • Membership on the Association of New York State Youth Bureaus.  

    • Participate in the Taconic Region Youth Bureau Directors Committee. 

    • Support legislation that promotes youth development, developmental assets, and community/school collaboration.
