The Federal Fiscal Year (FFY) 2011-2015 Transportation Improvement Program (TIP) is the prioritized listing of federally funded transportation projects in Dutchess County and is developed and adopted by the Council as part of the metropolitan transportation planning process. The TIP is an essential product ­of the overall transportation planning process, since it is through the TIP that the Council commits to the implementation of transportation projects. These projects must be consistent with the goals and recommendations identified in the Council’s long-range, Metropolitan Transportation Plan.

The TIP contains listings that identify the project sponsor, proposed schedule, scope, and costs, plus federal, state, and local fund source assignments, for each project. Both federally and non-federally funded projects are included to provide a comprehensive view of transportation capital and operating projects in the region. Once programmed on the TIP, a sponsor may proceed with work; for a typical highway project, this would include activities such as preliminary and detailed design, right-of-way acquisition, and construction. The TIP also includes projects from the MTA/Metro-North Railroad, NYS Bridge Authority, and NYS Thruway Authority.

The 2011-2015 TIP covers the period from October 1, 2010 through September 30, 2015 and coincides with the Federal Fiscal Year (FFY) calendar. It was developed in cooperation with State and local officials, regional and local transit operators, and other affected transportation and regional planning agencies. These organizations submitted their project priorities to the Council, which then reconciled the priorities with available funding. The Council's 2011-2015 TIP was incorporated into the Statewide Transportation Improvement Program (STIP).

The 2011-2015 TIP currently programs over $95 million in federal transportation funding for State and local projects in Dutchess County, with approximately $69 million for highway projects and $26 million for transit.

Air Quality

In recognition of the close relationship between air quality and transportation, the Clean Air Act Amendments of 1990 (CAAA) and the Safe, Accountable, Flexible, Efficient Transportation Equity Act (SAFETEA) require that transportation activities conform to state air quality plans before they can receive federal funding. Dutchess County lies in the Poughkeepsie Ozone Non-attainment Area, which also includes Orange and Putnam counties. As part of the Non-attainment Area, the PDCTC, in conjunction with the New York Metropolitan Transportation Council (NYMTC) and the Orange County Transportation Council (OCTC), must demonstrate that the projects in the 2011-2015 TIP conform to National Ambient Air Quality Standards (NAAQS). The results of the regional emissions analysis demonstrate that the TIP achieves and maintains NAAQS, as required by CAAA and the New York State Implementation Plan (SIP) for air quality.
