What We Do and Who We Serve

The Dutchess County Department of Human Resources is responsible for administering Civil Service Law for all Classified services for Dutchess County departments, towns, villages, cities, special districts, school districts and Dutchess Community College. As a full service human resources department for the County, the department is involved in: 

  • Employee recruitment,
  • Salary plan administration,
  • Administering benefits,
  • Conducting employee orientations and training,
  • Contract negotiation and administration, 
  • Labor and employee relations,
  • Maintaining personnel records,
  • Advisement on federal and state laws relating to employment, including Civil Service Law,
  • Equal Employment Opportunity and Affirmative Action programs

 

As the civil service agency for the County and all local government entities within the County, the department is also involved in:

  • Conducting civil service examinations
  • Establishing and maintaining eligible lists for competitive positions, 
  • Classifying positions and creating job specifications
  • Reviewing and approving appointments and personnel changes,
  • Maintaining employee roster records and position records,
  • Certifying municipal payrolls
  • Advising appointing authorities on Civil Service Law and Rules
