This document contains official and semi-official Mandatory Health Effects Language (MHEL) from the NYSDOH and DCDOH for use in notices. Other official boiler plate is included in some sections. Modify to suit.
This document is not current with respect to the federal language. See Appendix B (referenced below) for items marked as 'proposed' here.
Call NYSDOH for Mandatory Health Effects Language not listed here. Add new language to this document.
Some items from Subpart Q Appendix B of Part 141 -- Standard Health Effects Language for Public Notification.
Radionuclide language is taken from the Proposed EPA Radionuclides Rule; MCL's listed in the mandatory health effects language are NOT the final MCL's.
Public notices should follow the format outlined in 5-1.78 Content of consumer and public notifications. EHM item PWS71 contains further guidance. Note that these will soon be superceded by new state rules and have already been superceded by federal rules (Subpart Q).
The EPA Public Notification Rule (PNR) also applies. Part 5 incorporates the rule but has not been officially adopted. An interim policy has been developed by NYSDOH.
See also the example template for creating public notices.
