Dutchess County Government is working with the City of Poughkeepsie to help prevent childhood lead poisoning. A new program, the Lead Primary Prevention Program, will target the City of Poughkeepsie homes in the 12601 zip code, which the New York State Department of Health has identified as the zip code with the highest annual incidence of Elevated Blood Lead Level (EBLL) in Dutchess County.
Homes built before 1978 may contain lead paint or household plumbing made with lead materials. More than 70% of housing in the City of Poughkeepsie was built before 1970, so the potential for lead exposure is high.
The Lead Primary Prevention Program seeks to educate people about how to identify the existence of lead based paint; how lead-based paint affects the body; the dangers it presents to people, especially children and pregnant women; where lead-based paint is most often located and how to use safe work practices to handle lead-based paint hazards.

11/22/2011 - Lead Safety for Remodeling, Repair, & Painting (RRP) - Register through BOCESDutchess BOCES ALI in collaboration with the Dutchess County Department of Health is conducting an EPA Certification Class in Lead Safety for Remodeling, Repair, & Painting (RRP). BOCES is currently accepting registration for the December session; additional training dates are also available. Registration for the RRP course should be done through the Dutchess BOCES website. Licensed contractors in the City of Poughkeepsie may qualify for a tuition adjustment. Participants who qualify for this adjustment may receive a fee reduction to $35.00.
If your home was built before 1978 it may contain lead paint. Common activities such as sanding and scraping painted surfaces, or removing old paint with a heat gun can produce dangerous lead dust, chips and fumes. Caution: This video only applies to owner/occupied situations; no rentals or tenants. If you have tenants or you are leasing your home you must follow the new regulations as outlined in the United States Environmental Protection Agency‘s Renovation, Repair, and Painting Program Final Rule, 40 Code of Federal Regulations Part 745 see Frequently Asked Questions above.
- US EPA Certified Lead Renovation Firms -
Effective April 22, 2010, all contractor, renovator, repair or painting firms must be trained in lead safe work practices under the USEPA Renovate, Remodel and Paint Rule prior to working on pre-1978 housing and child occupied facilities. These firms must also make application to the US EPA to become a certified firm. This training addresses work done in pre-1978 residential housing and child occupied facilities (e.g. day cares, schools) when more than 6 square feet/per room of interior paint or 20 square feet of exterior paint is or will be disturbed.
