Dutchess County's Ryan White CARE Act, Part A Program

The Ryan White CARE Act is a federal legislation, enacted in 1990 and reauthorized every five years, to provide funding for services meeting the needs of Persons Living With HIV/AIDS (PLWH/A).  Ryan White Part A funds are given to urban areas most impacted by HIV and AIDS to provide primary care and supportive services to those affected.

Dutchess County first became eligible for Ryan White funding in 1994.  The Grantee in Dutchess County is the County Executive, William R. Steinhaus.  The County Executive designated the Dutchess County Department of Health as the Administrative Agency responsible for overall management and administration of the Ryan White, Part A Program. The Department of Health contracts out with various agencies for the provision of services identified by the Dutchess County HIV Health Services Planning Council. For more information about the program, call the Grants Coordinator at (845) 486-3484.

The Ryan White CARE Act specifies that part A grantees must establish a local Planning Council to: conduct a community-wide Needs Assessment, create a strategic Community HIV Comprehensive Plan, determine local service priorities, set funding allocations, and develop Standards of Care. County Executive Steinhaus appointed the first Dutchess County HIV Health Services Planning Council (DCHIVHSPC) in 1995 with members fulfilling all of the federally mandated categories and who reflect the EMA's population with regard to the HIV epidemic. All members of the DCHIVHSPC are appointed by the Dutchess County Executive. For more information about Dutchess County's Planning Council and its activities, membership and meetings, you may visit the DCHIVHSPC's web site at http://www.hivplanningdutchess.org/.
